Why this initiative exists
The Netherlands is at a pivotal moment in its climate and energy system. Even with maximum efforts to reduce emissions, unavoidable residual emissions remain in sectors such as industry, aviation and agriculture. To remain within the 1.5°C pathway, permanent CO₂ removal is necessary.
The Pact brings parties together to develop a national, transparent and scalable system for CO₂ removal.

What the pact aims to achieve
Energy security
CO₂ removal technologies such as BECCS contribute to energy security and security of supply, and support the reliability and stability of the energy system.
Economic strength
By intelligently repurposing existing infrastructure and investing timely in carbon management, we safeguard industry and employment, strengthen innovation, and ensure economic continuity and geopolitical position.
